VSSETTINGS files are used to share workspace settings, within the Visual Studio environment. Visual Studio is an Integrated Software Development Environment, to create Windows programs, among others.

VSSETTINGS files can be exported and then imported into a different installation of Visual Studio, because they are saved in a portable XML format.
