Open ICL File

ICL extension files are normally associated with the Windows operating system as they are icon library files. As the name suggests, ICL (Icon Complete Library) files represent a complete collection of icons. They are used to replace an existing and in-use set of icons with another, for example, when changing the theme of the Windows desktop.

ICL files are considered a system library files and, in general, they are binary files, so their manual opening is not recommended since damage can occur due to mishandling of the file, however, when changing any icon of a file, the ICL file is queried to provide a selection of icons from this library to the user.

The ICL file can only be viewed by changing the icon of a shortcut, therefore programs and other file types do not support mapping an icon from an ICL file. As a side note, the ICL file can only be viewed by changing the icon for a shortcut.
